The West Sacramento Area Flood Control Agency (WSAFCA) is seeking qualified firms to prepare environmental review documentation in accordance with the California Environmental Quality Act (CEQA) to support flood control projects along the Sacramento River and in West Sacramento. The projects involve investigations, design, and construction activities for the Sacramento River West North (SRNL) levees, which extend along the river’s west bank from the Sacramento Weir to the barge canal, and the Stone Lock levee located centrally within West Sacramento. Additional environmental documentation may be required for the Yolo Bypass East Levee (YBEL), which runs along the left bank of the Yolo Bypass from the confluence with the Sacramento Bypass southward to the Deep Water Ship Channel West Levee. These flood risk reduction initiatives are being developed and implemented by the US Army Corps of Engineers (USACE), with WSAFCA and the Central Valley Flood Protection Board acting as non-federal sponsors, primarily providing environmental compliance support. The contract, titled "West Sacramento Levee Improvement Program Environmental Consulting," is posted with a solicitation number 25-035-RFP, and is open for responses until May 19, 2025. It is a federally influenced project with a contract size estimated between $500,000 and $2,000,000. The selected consultant will be responsible for preparing environmental documents necessary for project approval and compliance, working closely with WSAFCA and USACE. The project aims to ensure environmental considerations are integrated into flood control infrastructure development, with a focus on cost-effectiveness and technical qualification. The primary point of contact for inquiries is Paul Dirksen, reachable via email at [email hidden] or by phone at [phone hidden].

STATEMENT OF PURPOSEThe West Sacramento Area Flood Control Agency (Agency/WSAFCA) invites prequalified firms to prepare environmental review documentation (Environmental Documents) pursuant to the California Environmental Quality Act (CEQA) to support the United States Army Corps of Engineers (USACE) and its contractor’s investigations, design, and construction activities for Sacramento River West North (SRNL) and Stone Lock levees as part of the West Sacramento Project.  The SRNL extends along the Sacramento River west bank from the Sacramento Weir to the barge canal.   Stone Lock is located in the center of the City of West Sacramento and the West Sacramento Team completed a conceptual design for a barrier across the lock.  Supplemental environmental documents may be needed for the Yolo Bypass East Levee (YBEL). The YBEL is located along the left bank of the Yolo Bypass from the confluence of the Sacramento Bypass and the Yolo Bypass south to the Navigation Levee (Deep Water Ship Channel (DWSC) West Levee).  These flood risk reduction projects will be developed and implemented by the USACE.  WSAFCA and the Central Valley Flood Protection Board (CVFPB) acting through the Department of Water Resources (DWR) are the non-federal sponsors for the West Sacramento Project and in a supporting position that includes environmental compliance.  WSAFCA will negotiate a contract for these services with the most qualified and cost-effective consultant. This Request for Proposals (RFP) describes the submittal instructions and schedule, background, scope of services, content of statement, and selection criteria.
