Western Trunk Line Project

The Western Trunk Line Project Phase 1, identified by project number 1910067-064C, is an infrastructure improvement initiative located along Western Avenue south of 108th Street in the West Athens/Westmont Community Plan Area of unincorporated Los Angeles County. Funded by the State Water Resources Control Board and led by the Los Angeles Department of Water and Power, this phase is the first part of a larger three-stage development consisting of Phase 1, Phase 2A, and Phase 2B. The scope of work includes the abandonment of approximately 1,660 feet of existing riveted steel main, the installation of approximately 8,450 feet of new 54-inch earthquake resistant ductile iron pipe and welded steel, and the replacement and installation of approximately 1,735 feet of smaller diameter mainlines to integrate with the existing distribution system. The project is classified under NAICS code 237110 and was subject to a Mitigated Negative Declaration, which determined that the project would not have a significant environmental effect. Financing was approved by the State Water Resources Control Board on August 20, 2026, with a formal signing date of August 21, 2026. Administrative oversight is managed by James R. Howe of the Los Angeles Department of Water and Power and Priscilla Nguyen of the State Water Board.
