This sole source contract, solicitation number FA282325P0085, is an award notice for a Westnet Master Control Module for Station 3 at Eglin Air Force Base. The requirement is conducted under FAR 13.106-1(b)(1) for purchases below the simplified acquisition threshold. The Department of Defense is procuring these specific components to ensure full interfacing with the existing First-In Fire Station Alerting System used across ten fire stations at the base. Westnet Inc. is designated as the sole source because they are the manufacturer and strictly control the production, distribution, and installation of First-In branded items. Utilizing components from any other manufacturer would render the alerting system incapable and void all active warranties. Because Westnet Inc. does not utilize authorized re-sellers and mandates that only their authorized personnel perform installations to preserve warranty coverage, they are the only viable provider for this requirement.

Full Description

Authority for this sole source requirement is conducted through FAR 13.106-1(b)(1), Soliciting from a Single Source for purchases not exceeding the simplified acquisition threshold. First-In branded items are the only components capable of completely interfacing with the First-In Fire Station Alerting System in use at all ten of Eglin Air Force Base's (AFB) fire stations. The use of any other manufacturer's components, should they exist, would leave the Fire Department with an incapable system and void all active warranties for the First-In Fire Station Alerting System. As the manufacturer, Westnet Inc. strictly controls the manufacturing process and distribution of First-In supplies with no authorized re-sellers. Additionally, Westnet Inc. controls who is authorized to install the manufactured items in order to preserve all included warranties. As a result, if a third party could source First-In items, they would be without the warranties offered from the manufacturer.
