The contract pertains to the upgrade and installation of the WESTNET tower module alerting system at Eglin Air Force Base, Florida, specifically for the Air Force Test Center on behalf of the Eglin Fire Department. This upgrade is critical as it will enable air traffic control personnel to efficiently dispatch emergency responders during emergencies on the flight line, using the existing WESTNET system, which is the only compatible alerting system at the base. Since no alternative systems would interface properly with the current infrastructure, the contracting office plans to award the contract as a sole source to WESTNET, located in Huntington Beach, California, recognizing it as the sole capable provider to meet the agency's stringent requirements. The notice serves to inform vendors that this procurement is not open for competition, although firms believing they can meet the capability requirements may submit written statements for consideration. However, responses will not be evaluated and the government retains full discretion on whether to proceed with the sole source award. Should no alternative bids be received, the contract will be awarded directly to WESTNET. The solicitation number for this procurement is FA2823-14-P-4009, with Jonathan T. Post as the contract specialist point of contact for any communications.

NOTICE: Intend to Award as Sole Source. The 96 CEG/CERF, located at Eglin AFB, FL, has a requirement for installing/upgrading the WESTNET tower module alerting system and components to the existing system which will ensure that all alerting systems function properly. Note: This notice is provided for informational purposes only. DESCRIPTION: The Air Force Test Center (AFTC) Installation Contracting Division, on behalf of the Eglin Fire Department, Eglin AFB, FL, has a requirement to upgrade and implement the tower module for the air control tower at Eglin AFB. The purchase of the tower module will allow air traffic control personnel to quickly dispatch emergency personnel in the event of an emergency on the flight line. The WESTNET station alerting system is currently the system that Eglin AFB uses, and any other system will not interface. By not using WESTNET, the current system would not be functional, thus causing a delay in dispatching emergency equipment, and the possibility of loss of life and/or property. The contracting office intends to award as sole source to WESTNET, 15542 Chemical Lane, Huntington Beach, CA 92649. WESTNET has been determined the only source deemed capable of fulfilling this requirement, due to the fact that WESTNET is the only one responsible source and no other will satisfy agency requirements. This notice of intent is not a request for competitive quotes. Vendors may submit a capability statement which shall be reviewed by the Agency. Any vendor that believes it can provide the stated capability is invited to submit written notification to the contract specialist below. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to provide the stated capability. Information can be sent to the Contract Specialist, ATTN: Jonathan T. Post, 308 West D. Ave, Suite 130, Bldg 260, Eglin AFB, FL or at contact@example.gov. No telephone responses will be accepted. Responses received will not be evaluated. However, a determination by the Government not to complete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the contracting office will proceed with the sole source award.
