AI Contract Overview
This solicitation, numbered SPRDL1-26-R-0069, is a full and open competition issued by the Department of Defense through DLA Land Warren for the procurement of 7,112 solid rubber wheels, identified by NSN 2530-00-701-3976 and manufacturer part number 7013976, under a firm-fixed-price contract. The total quantity includes a base requirement of 3,556 units and an option for an additional 3,556 units, to be priced separately. The requirement is part of a Qualified Product List (QPL) and must comply with the Technical Data Package (TDP), including all drawings and specifications, with technical requirements on ordnance drawings taking precedence over manufacturer part numbers. Delivery is specified under FOB Origin terms, and all items must be packaged in accordance with Military Level A packaging and MIL-STD-2073-1, with special packaging instruction AK07013976, revision R, dated August 25, 2025. Marking must follow MIL-STD-129, Revision R, including barcoding and Military Shipment Labels, and Unique Item Identification (UII) must be applied per MIL-STD-130 with machine-readable formats. Passive RFID tagging, wood packaging compliance with ISPM 15 and ALSC-approved marks, and adherence to IATA, IMDG, and CFR Title 29, 40, and 49 for hazardous materials are mandatory. A First Article Test is required in accordance with MIL-DTL-3100 and FAR 52.209-3, and contractors may request a waiver, which if granted, requires an accelerated delivery schedule. The Government reserves the right to waive the first article test, and any waiver request must include the associated pricing. Evaluation is based on the lowest offer if award is price-driven, with option prices evaluated at the higher of the basic quantity unit price or the highest unit price in the option range. Payment will be processed electronically through WAWF, requiring contractor registration in SAM.gov and compliance with electronic invoicing protocols. Contractors must be registered in the DLA reverse auction system and have completed required online training if a reverse auction is triggered. Access to the TDP is restricted to entities certified under the U.S./Canada Joint Certification Program, with only the designated Data Custodian permitted to download
