The General Services Administration (GSA) is preparing to issue a Request for Proposals (RFP) for 2018 Wheelchair Accessible Light Vehicles, which must comply with Federal Vehicle Standard 307AW. This procurement aims to fulfill the mandatory federal requirement for motor vehicles under the Federal Property Management Regulation, with contracts to be awarded on a Firm-Fixed Price with Economic Price Adjustment, Indefinite Delivery/Indefinite Quantity (FFP-EPA/IDIQ) basis. The contract period will include a base year plus two twelve-month options and four one-month extension options. While the acquisition is not anticipated to be set aside for small businesses, qualified small business concerns are encouraged to participate. This program falls under the NAICS code 336112 for Light Truck and Utility Vehicle Manufacturing. Prospective offerors are required to secure an AutoBid account prior to solicitation issuance by submitting the necessary request to GSA, allowing access to the secure online proposal platform where interested makes and models must be specified. The solicitation is expected to be released around August 1, 2017, with AutoBid access opening concurrently. Registration in the System for Award Management (SAM) is mandatory. The procurement will evaluate proposals based on technical capability, management capability, past performance, and price. Factory-direct alternative fuel vehicles are within scope, but after-market conversions are excluded. GSA does not plan a post-issuance pre-proposal conference but may hold one beforehand. Updates and announcements will be made via the FedBizOpps portal. Contact points for questions include Contract Specialists James Santini and Joseph Continetti.
