The basis for the sole source is that only Woods Hole Oceanographic Institution (WHOI) can meet the Government’s schedule requirements without incurring unacceptable duplicative costs. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive requirement in the future.
