WHOLE BLOOD COLLECT

The contract calls for the procurement of 20 Whole Blood Collection and Transfusion Kits, designed exclusively for field-forward missions in remote and austere environments, enabling the collection and transfusion of fresh whole blood without reliance on traditional blood bank infrastructure. Each kit is a self-contained, vacuum-sealed module that meets or exceeds current blood bank standards, military guidelines, and training protocols, and includes essential components such as oral examination questions and DD572 forms, Standard Form 518, field transfusion instructions, nitrile gloves, a 450 mL single blood-pack unit, 550 para/military cord, a Y-type IV set with a 170–260 µm filter, surgical tape, and separate donor and recipient modules each equipped with an Eldoncard blood typing kit. The product is classified by the FDA as a Class II medical device under Regulation 880.5440 and must comply with all applicable registration, labeling, and GMP requirements. Kits have a strict 12-month non-extendable shelf life and must be marked in accordance with the latest edition of Medical Marking Standard No. 1, including NSN, manufacturer and CAGE code, manufacturing and expiration dates, and contract/lot number, with packaging and palletization conforming to ASTM D3951 and DLA Master List requirements, and labeling following MIL-STD-129. All items must be delivered within five days of award to the destination specified as Groton, Connecticut, under FOB destination terms, with shipment addressed to either the Parcel Post or Freight Shipping address provided. The contractor must ensure compliance with all cybersecurity and data safeguarding protocols, including NIST SP 800-171 DOD assessment requirements and safeguarding of covered defense information, and adhere to strict prohibitions on the use of covered defense telecommunications equipment, hexavalent chromium, toxic or hazardous materials, and items sourced from Communist Chinese military companies. Hazardous materials must be labeled according to the Hazard Communication Standard, and offerors must submit Safety Data Sheets prior to award to ensure responsibility. The solicitation is a Small Business Set-Aside, requires submission through DIBBS by August 17, 2026, and is eligible for automated award. The contractor must use the WAWF system for payment and receiving reports, and must provide a complete data package including approved and alternate part information.
