ENVIRONMENTAL QUALIFICATION TESTING (EQT)
Solicitation # N0016427SNC12
The US Navy, through NSWC Crane, is issuing a Request for Information (RFI) under announcement N00164-27-S-NC12 to identify qualified contractors capable of performing Environmental Qualification Testing (EQT) and electromagnetic compatibility (EMI) testing. The objective is to verify that the Combined All-Domain Command and Control System Afloat (CAC2S Afloat) Data Processing Assembly and Workstation Mount meet naval shipboard survival and operational requirements following a hardware technology refresh. Testing must adhere to several military standards, including MIL-DTL-901E for shipboard shock, MIL-STD-167-1A for vibration, MIL-STD-461G for electromagnetic interference, MIL-STD-810H for environmental engineering, and MIL-STD-1399 for shipboard power interfaces. Interested parties must be registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) to access the full Statement of Work. The government is seeking capabilities and budgetary estimates from commercial firms, non-profits, and academic institutions, with a strong encouragement for small and disadvantaged businesses to respond. Submissions, which may include a white paper of up to five pages and company literature, are due by November 18, 2026. While this RFI is used for market research to determine if the effort should be pursued via sole source or competitive procurement, the government explicitly states that no funding is currently available and this notice does not constitute a formal solicitation or commitment to award a contract.

Solicitation NICHD-18-049 is a request for quotation issued by the Eunice Kennedy Shriver National Institute of Child Health and Human Development to procure whole exome sequencing services from Macrogen Corporation. The contract involves library preparation and sequencing for 222 samples, consisting of 111 tumor and 111 normal samples, using the Agilent SureSelect V6+UTR Sequencing Kit on the NovaSeq 6000 platform. Macrogen is tasked with delivering raw data via cloud, server, or FTP with a standard turnaround time of approximately four weeks after quality control. Additional deliverables include consultation services, mutation validation, and on-site training for NIH staff to optimize future library preparation. This acquisition is set aside for small businesses under NAICS code 541380 and is conducted using Simplified Acquisition Procedures. The government is pursuing a single-source negotiation based on Macrogen's specific expertise with kits capable of covering untranscribed regions, which is critical for the NIH's research into health disparities and genomic profiling. The NIH genome lab is responsible for providing the purified human DNA samples. Interested vendors must be registered in the SAM database and provide necessary certifications, including DUNS and TIN, with their quotations.

Amended to change the item name, both line items are for Exome sequencing. Line item#1 changed from genome to exome. There are no other changes to this solicitaion. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-18-049 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-98. The North American Industry Classification (NAICS) Code is 541380 and the business size standard is $15m. However, this solicitation is set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure with Macrogen Corporation - 1330 Piccard Drive - Suite 103- Rockville, MD 20850 to provide the following services: 1. Whole Exome Sequencing - Library Preparation, Agilent, SureSelect V6+UTR Sequencing Kit, NovaSeq 6000, 150 PE S2 - Quantity (111) EA 2. Whole Exome Sequencing - Library Preparation, Agilent, SureSelect V6+UTR Sequencing Kit, NovaSeq 6000, 150 PE S2 - Quantity (111) EA Macrogen will provide the sequencing data via designated cloud, server or FTP downloadable. Standard TAT for 1st data delivery is approximately 4 weeks after pass QC or getting confirmation to proceed up to100 samples in one batch. Macrogen will update the exact TAT upon sample arrival time. Macrogen will deliver to National Institutes of Health (NIH) the raw data for 100 x and 200 X raw depth for 111 tumor and 111 normal samples (total=222). Macrogen will provide after sequencing services: consultation service, checking the validation of mutations with high frequency and site visit to train NIH staff on library preparation (pre-sequencing preparation of samples) to reduce future cost of sequencing. Government Responsibilities: The genome lab at the NIH will provide Macrogen purified Human purified DNA (89Mb) samples for whole exome sequencing after a purchase order is established The major indicators of health disparities include higher incidence/prevalence, early onset, faster progression, and poorer outcomes. One of the major research focuses in our genome lab is to elucidate actionable mechanisms of these differences through molecular and genomic profiling to identify potential interventions to reduce disparities. Our genome lab at NIH has the mission to reduce or alleviate on going health disparity in major disease including cancer. To identify critical variant mutations with high frequency, single-nucleotide polymorphisms and complex variations (multiple base pair substitutions, insertions, deletions, inversions, copy number variation), we need to have the sequencing performed and then receive the sequenced file date (fastq. .bam) from a sequencing facility. Through whole exome sequencing, we will be able to identify single-nucleotide polymorphisms, complex variation (multiple base pair substitutions, insertions, deletions, inversions, copy number variation), and validate these findings. These targeted analyses could identify key biological and genomic pathways that could lead to new biomarkers as well as novel therapeutic applications. Obtaining the whole exome sequencing data via Macrogen is indicated after conducting a through analyses of sequencing services available within NIH and external to NIH based on cost and quality/sophistication of sequencing kits used. These kits are unique because they can cover untranscribed regions(UTR), which can identify informative regulatory gene pathways. Although other entities can perform the services using these kits, Macrogen has extensive experience using these kits and highly recommended by other NIH labs personnel. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; Factors based on offer most advantageous to the Government, price, quality/sophistication of sequencing kits used and delivery timeframe; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. The clauses are available in full text at http://www.acquisition.gov/far/. Interested vendors capable of furnishing the government with the services specified in this synopsis should submit a copy of their quotation to the below address or via email to contact@example.gov. Offers must also be accompanied by descriptive literature, delivery/turnaround timeframe, warranties and/or other information that demonstrates that the offer meets all the foregoing requirements. Quotations will be due ten calendar days from the publication date of this synopsis or by May 18, 2018 by 10 am, EST. via email or postal mail. The quotation must reference "Solicitation number" NICHD-18-049.
