Please be aware of the following: (a) All vendors responding to this announcement are responsible for ensuring that documents submitted contain the appropriate proprietary marking; (b) The Government does not intend to award a contract on the basis of this Market Survey; (c) The FAA will not pay for any information received, or costs incurred, in preparing the response to the market survey; (d) Your response to this survey will be treated as information ONLY. It shall not be used as a proposal; (e) The FAA has the option of conducting one-on-one communications as deemed appropriate without the obligation to hold communications with all respondents; (f) Respondent participation in any informational session is not a promise of future business with the FAA; (g) Providing a response to this Market Survey neither qualifies respondents for, nor excludes respondents from, responding to the resulting SIR, if any; and (h) This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP) and should not be misconstrued as such. Further, the FAA is not seeking nor accepting unsolicited proposals in response to this Market Survey. This Markey Survey is being issued for informational purposes only and in no way represents a formal solicitation for proposals, quotations, or bids with the intent to form binding agreements based upon results. At the agency's sole discretion, FAA may (or may not) conduct an Industry Day Event and issue a formal solicitation for this requirement at a later time. Within that vein, any descriptive requirements and information provided by FAA in this exchange are subject to change and shall in no way be treated as final or binding. 2. Background The WAAS is a safety-critical system that augments the Global Positioning System (GPS) Standard Positioning Service (SPS) to provide for enroute navigation and precision landing capability in the United States National Airspace System (NAS). The WAAS SC is a critical component of that program. The SC will execute application software certified in accordance with (IAW) RTCA/DO-178B, Software Considerations in Airborne Systems and Equipment Certification. All of the WAAS Assurance Level (AL) software is hosted on the Safety Computer (SC). This application software is integral to the WAAS safety architecture and critical to ensuring safe operations with the WAAS service. In 2011, the FAA awarded Verocel a contract to develop a new (SC). During the development phase, Verocel informed the FAA that several components were going obsolete before going into production phase. This resulted in several lifetime-buys of components just to get the SC to production phase. Eventually, the WAAS SC became no longer procurable through Verocel. The current SC infrastructure software is comprised of the Wind River VxWorks Cert Real-Time Operating System (RTOS), the Wind River Cert Network Stack (CNS), and the Board Support Package (BSP) for the SVME-183 SBC. The RTOS is the Wind River VxWorks Cert 6.6.3.1 RTOS. A complete RTCA/DO-178B Software AL A certification data package is utilized. The Wind River Cert Network Stack 2.1.1.1 was verified in conjunction with VxWorks Cert 6.6.3.1. The existing Wind River certification data package for the SVME-183 BSP was developed to be compliant with RTCA/DO-178B AL A objectives and was used as the initial baseline for the WAAS SC. The BSP could have been updated as necessary for I/O drivers, interface to the Hardware Comparator (HC), and Built-in Test capabilities. The current SC consists of a VME-based computer board with a Verocel-designed Field Programmable Gate Array (FPGA). The SC FPGA provides a hardware comparator that takes the outputs from two separate safety processors and ensures a bit-for-bit match in each message sent to the master station or uplink signal generators. The hardware comparator is certified to DO-254, AL B. The SC executes WAAS program developed application code. The SC validates the contents of WAAS User Messages (WUM) generated in the WAAS Corrections Processors to avoid sending Hazardously Misleading Information (HMI) to WAAS users. A WAAS SC is also used to validate the WUM prior to transmission to WAAS users via geostationary satellites. 3. Introduction/Purpose The purpose of this Market Survey is to improve the Government's understanding of the current marketplace by soliciting statements of capabilities from firms interested in developing and producing the WAAS SC. The anticipated delivery schedule is projected as 6 pre-production units in Q2 fiscal year (FY) 2024, followed by 37 production units in early FY 2025 and 72 production units in FY 2026. The FAA highly encourages freedom to exercise innovation and creativity. 4. Nature of Competition A procurement strategy has not been determined at this time and will be selected depending on the responses to this market survey announcement. 5. North American Industry Classification System (NAICS) Code The Government has identified the principal North American Industry Classification System (NAICS) code 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. If other NAICS codes are believed to be appropriate, industry responses should identify and explain why the additional NAICS codes should be considered under this market survey. 6.
