This is a SOURCES SOUGHT NOTICE to determine the availability and technical capability of small and large businesses to provide the required products and/or services.



The WRMS E&S requirement falls under Project Officer Wideband Control as part of its mission to acquire and install state-of-the-art strategic satellite network control and planning systems for use with the Defense Satellite Communications System and Wideband Global Satellite Communications (WGS), and to provide satellite monitoring in either synchronized Spectrum Information Gathering or In-beam monitoring modes.



At its most basic level, the primary function of WRMS is to aid the user with the identification and resolution of anomalies detected by the system. Anomalies are presented to the user through the comparison of planned versus actual radio frequency measurement data.



The current contract, now in its last year of execution, provided a spectrum characterization and analysis software from the ground-up coding in micro-services that provided a Government-owned custom software that implements a hardware agnostic interface, all targeted to support the WGS-11 satellite while being able to support all prior WGS satellites. This software and hardware solution is integrated with all current Wideband Control interface subsystems and maintains current performance specifications.



The desired end-result of this forthcoming contract is to sustain this fielded version of WRMS, WRMS version release 3 (WRMS v3.x), and to provide enhancements based on feedback from the users as well as to continue addressing current and new software backlog items.
