INTENT TO SOLE SOURCE Wiley Subscription Services, Inc., SS-CFPB-16-021 The Fiscal Service (FS), on behalf of the Consumer Financial Protection Bureau (CFPB) intends to make award to Wiley Subscription Services, Inc., 111 River Street, Hoboken, NJ 07030-5773 on a sole source basis, under authority of FAR 13.5 for the Wiley On-line Journal subscription. The content of Wiley On-line Journal subscription will be used for the research and regulatory activities of the bureau and the currency of the information is critical for the successful function of the bureau. The content of Wiley On-Line Journal includes: - The Wiley Online library contains scholarly journal materials not published elsewhere and highly referenced and cited by professionals in the fields of business, economics, banking and consumer research. - The content on the Wiley Online library is updated continuously and includes information critical to the ongoing research mission of the Bureau. - Immediate, unmediated access allows researchers to consult the literature without waiting for assistance from a librarian to procure articles they need. - By purchasing online access to this content, the CFPB provides all staff and on-site contractors with copyright permissions to share their content within the Bureau. Without this coverage, the Bureau may be liable for violating copyright by sharing information produced by Wiley. This subscription is only offered by Wiley Subscription Services, Inc. and is proprietary. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. FS will consider written responses received no later than 1300 (1:00pm ET)30 December 2015. Responses must be submitted electronically to purchasing@fiscal.treasury.gov Attn: D.Holbert / TWhite. Responses must include sufficient evidence that clearly shows the vendor is capable of providing the requested subscription or a subscription that contains the same characteristics. If no written response is received that clearly demonstrates an ability to meet all requirements, is more advantageous to the Government, and is received by the aforementioned deadline, FS shall make award on a sole source basis to Wiley Subscription Services, Inc. Qualified contractors must provide the following: 1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. A narrative description of how your proposal meets all of the characteristics of the Wiley On-line Journal subscription for access to the IT Leaders Advisor Workgroup Essentials. 3. Whether your subscription is available through a Government contract vehicle or Open Market. 4 A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides this subscription to. 5. DUNS Number. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice.
