Willits Dig-outs

The Willits Dig-outs project, managed by Caltrans District 1 in Eureka, involves replacing asphalt concrete surfacing and pavement delineation to maintain the structural integrity of the pavement. The scope of work includes installing construction area signs and applying traffic striping, with all activities performed within the existing State right of way. To minimize environmental impact, equipment staging is restricted to paved surfaces and existing non-vegetated turnouts, ensuring no soil or vegetation disturbance occurs outside the pavement limits. The project is classified as a forecast under NAICS code 237310 and has been determined exempt under CEQA statutes with no significant environmental impacts expected. Due to the potential presence of aerially deposited lead in highway shoulders, the contract mandates strict adherence to lead-handling protocols. This includes the implementation of a lead compliance plan per Standard Special Provision 7-1.02K(6)(j)(iii), as well as the application of SSP 36-4 for lead in paint and thermoplastic and SSP 84-9.03B for the removal of lead-containing pavement markings.
