The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-SHA-63220-R1 with Roy Stephens for the Winegar Road Culvert Maintenance project. Located at 9682 Winegar Road in Redding, California, on an unnamed tributary to Stillwater Creek, the project is authorized under Section 1602 of the Fish and Game Code. The work is classified as a categorical exemption under Class 1 of the California Code of Regulations, as it involves the maintenance of an existing facility with negligible expansion. The scope of work is strictly limited to the removal of accumulated dirt, rock, and debris both upstream and downstream of a multi-culvert crossing, with a required 10-foot setback from the culvert inlets and outlets. All removed materials must be redistributed outside of the riparian area and streambed.
