This is a courtesy Notice of Contract Action only and does not constitute a commitment, implied or otherwise, that 50 CONS/PKD, will take procurement action in this matter. This is NOT a request for proposals, applications, proposal abstracts, or quotation. This courtesy Notice of Contract Action shall not be construed as an obligation on the part of the Government. Further, the Government will NOT be responsible, nor reimburse any submitters of information for any cost incurred in furnishing this information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Further, by attachment, the Government is providing a DRAFT Request for Proposal (RFP) to allow contractors to become familiar with the requirement and provide feedback to the Government. The Wing Information and Communications Support (WICS-II) performance work statement (PWS) describes the non-personal services required to operate, maintain, and logistically support the 50th Space Wing (50 SW) information and communications systems identified herein. The scope of this requirement includes operations center support and organizational level maintenance for the Global Broadcast Service (GBS) Operation Center (GBSOC) and the associated Defense Enterprise Computing Center (DECC) equipment; operations and organizational level maintenance support for the Military Satellite Communications (MILSATCOM) facility on Schriever AFB (SAFB); Information Assurance (IA) assessments and training; database maintenance and management; expertise to support the 50 SW Maintenance Operations Center (MOC), mission impact reporting (MIR) for the Air Force Satellite Communication Network (AFSCN) and configuration management for 50 SW infrastructure documentation. Additionally, the PWS includes operational systems management; e.g. Milstar/Advanced Extremely High Frequency (AEHF), Large Fixed Earth Terminals/Wideband Global SATCOM (WGS), and their associated subsystems, databases, software versions, interfaces, and interdependencies in configuration management activities. During the life of the WICS-II contract, other agencies may locate to SAFB and may require support under this PWS. 50 SW anticipates potential new/upgraded systems to come on-line throughout the contract period of performance. However, as new/upgraded systems come on line, the legacy systems may be retired and the overall workload may increase, decrease or remain the same. These requirements represent potential changes to the contract, and are considered to be within the scope of the contract. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. This acquisition competitively set aside for socially and economically disadvantaged 8(a) Small Business under NAICS code 517410, Satellite Telecommunications; Size Standard: $32.5M.

Solicitation # 2027-NESDIS-BB-0001
The National Oceanic and Atmospheric Administration (NOAA), through the National Environmental Satellite, Data, and Information Services (NESDIS), is seeking one or more Other Transaction Agreements (OTAs) for the NESDIS Enterprise Mission Operations (NEMO) project. This initiative aims to implement innovative, commercial satellite command and control (C2) mission operations services to reduce observation costs and integrate technological advancements. The scope includes 24x7x365 C2 capabilities, mission planning, flight dynamics, and telemetry processing for multiple constellations, including JPSS, SOLAR-1, and GOES-R, with a goal of full operational capability by 2029 and demonstrations beginning in 2028. The procurement follows a multi-phase competitive down-select process. Phase I requires the submission of a white paper, due October 26, 2026, which must include an executive summary, a detailed solution aligned with the Statement of Objectives, a value proposition, and Rough Order of Magnitude (ROM) pricing. Selected offerors will proceed to Phase II for final evaluation based on technical superiority, innovation, and data rights. Technical requirements include compliance with FISMA High Impact Level and NIST 800-53 or NIST SP 800-171 security controls, as well as the ability to host ITAR and EAR information. While operations are unclassified, the handling of Type 1 encryption keys may require additional security measures.

Meadowlands Sustainment
Solicitation # FA8819(10-2026)
The Space Systems Command, located at Los Angeles Air Force Base, is conducting market research through a Sources Sought notice to identify capable contractors for the sustainment of the Counter Communications System (CCS) Meadowlands. This effort involves the technical, logistical, software, and hardware support for a geographically dispersed fleet of up to 56 systems operating across the UHF, L, C, Ku, and KA RF bands. The scope of work includes organizational, intermediate, and depot-level maintenance, supply chain management for obsolescence and spares, and comprehensive software sustainment including cybersecurity remediation and configuration control. The systems are deployed across USCENTCOM and USPACOM, with additional support requirements for EUCOM, SOUTHCOM, and NORTHCOM. The government is considering a firm-fixed-price contract structure with potential performance incentives based on metrics such as mission-effective system-hours. The envisioned period of performance is approximately six years, consisting of a one-year base period and five option years. Due to the nature of the work, contractors must be capable of operating within secure facilities at various security levels, including Secret, TS/SCI, and SAP F. While currently listed with no set-aside, the government reserves the right to set the acquisition aside for small businesses, including woman-owned and socially disadvantaged firms. Interested parties must submit a Statement of Capabilities by November 18, 2026, detailing their technical approach to mission effectiveness, workforce surge capacity, and transition continuity.
