Winter Maintenance for the Foleyet Area Local Roads Boards and 50-50 Specials

The Government of Ontario's Ministry of Transportation has issued a Request for Bids for winter maintenance services covering the Foleyet and Horwood Local Roads Boards, as well as the Warehouse Bay Foleyet/Ivanhoe and North Shore/Foleyet 50-50 Specials. The scope of work requires the provision and operation of one grader unit equipped with a one-way plow and wing. The contract is scheduled to begin on November 1, 2026, for an initial term of two years, with the Ministry holding the discretion to extend the agreement for up to three additional one-year terms, totaling a five-year period. The selection process follows a best price awarding strategy, where the contract will be granted to the lowest-priced compliant bidder. The evaluation is conducted in two stages, beginning with a mandatory requirement review where bidders must demonstrate they are Canadian businesses to avoid disqualification. Bidders must also comply with strict safety and administrative standards, including maintaining a written occupational health and safety policy in accordance with the Occupational Health and Safety Act, providing proof of W.S.I.B. coverage and insurance, and verifying Ontario tax compliance. All submissions must be made electronically through the Ontario Tenders Portal by the deadline of October 14, 2026.
