This is a combined synopsis / solicitation for commercial items provided in accordance with the format Subpart 12.6 as supplemented with additional information included in this notice. Solicitation W912LN-19-Q-0003 is issued as a Request for Quote and incorporates provisions and clauses in effect through Federal Acquisition Circular 05-89. This Procurement is a total small business set-aside. The NAICS code is 326211 with size standard 1500. The Vermont Army National Guard (VTARNG) USPFO for Vermont, VT-PFO-PC, has a Firm Fixed Price requirement for a vendor to provide winter tires as listed below. Effective 1 June 1998, contractors must be registered in the System for Award Management (SAM), prior to receiving any contract award. You can register in SAM via the internet at https://www.sam.gov. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Price 2. Date of delivery. The latest delivery date that will be acceptable under this solicitation is 30 days ARO. However, the offeror's ability to deliver the tires sooner than 30 days ARO (and how many days sooner) will be given approximately equal weight to price as an evaluation factor. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. This requirement is for Delivery Only, FOB Destination, Winter Tires - No Studs, (see attached for vehicles and sizes). Winter Tires are for all positions of the vehicle(s). Standard radial tires rated M&S load range D for sedans, vans or E for light trucks, SUV'sAll Season tires do not meet this requirement and the quote will not be considered as conforming to this solicitation. Federal and State TAX numbers will be provided to awardee if required.
