The North County Transit District (NCTD) is soliciting bids for a turnkey wireless backup link replacement to connect its General Administration Office and the Ocean Transit Center in Oceanside, California. The project requires the installation of an E-band wireless solution, specifically utilizing Siklu EtherHaul-5500FD units or an approved equivalent, to provide 5Gbps full-duplex throughput across a clear line-of-sight distance of approximately one-third of a mile. The contractor is responsible for installing antennas at the General Administration Office roof and atop a 50-foot concrete pole at the Ocean Transit Center using existing mounting hardware, while removing and disposing of legacy BridgeWave units. Key deliverables include the operational system, installation photographs, Visio diagrams, link budget data, and a three-year warranty with advanced replacement. Performance must commence within five calendar days of the Notice to Proceed and be completed within 60 calendar days. The contract is subject to various federal and state regulations, including FTA requirements, Davis-Bacon prevailing wage determinations, and ADA access standards. Evaluation of the award is based on a trade-off process considering technical performance, timeliness, and cost, rather than a lowest-price technically acceptable model. Bids were due by November 15, 2017, and must be submitted as sealed physical packages to the NCTD office. Administrative requirements include monthly invoicing via email or mail and strict adherence to federal compliance clauses regarding civil rights, DBE participation, and energy conservation.
