The solicitation is exclusively set aside for Indian Small Business Economic Enterprises (ISBEE) under the Buy Indian Act, meaning only small businesses that qualify as Indian Economic Enterprises may submit offers, and they must remain eligible throughout the entire contract lifecycle—from quotation through execution. Subcontracting or teaming arrangements are permitted but must be fully disclosed, and the prime contractor must demonstrate compliance with Buy Indian Act subcontracting limitations. Offerors must submit a completed IHS Indian Economic Enterprise Representation Form, evidence of all required interpreter credentials and insurance, SAM.gov registration with a valid UEI, and a detailed technical proposal addressing staffing, scheduling, VRI coordination, quality control, and past performance, alongside a price quote for the base period and all four options.
