This solicitation, issued by the Defense Logistics Agency (DLA) Aviation ASC Commodities Division under solicitation number SPE4A6-26-Q-0889, seeks a supplier for wiring harnesses, branched (NSN 6150-99-421-5607) with a quantity of 12 units. The contract is anticipated to be firm-fixed-price with a delivery requirement of 171 days after award, FOB destination to a facility at Camp Shelby, Mississippi. The procurement is governed by comprehensive Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses addressing security, cybersecurity maturity model certification (CMMC) Level 2 requirements, export controls including ITAR/EAR restrictions on technical data, subcontracting limitations, quality assurance, and compliance with government standards. Delivery and inspection are conducted at the contractor’s facility (origin), ensuring items meet specified requirements before shipment. Unique Item Identification (UID) marking per MIL-STD-130 is not required for this item by customer request; however, packaging and marking must comply strictly with MIL-STD-129, ASTM D3951, and DLA packaging directives to ensure appropriate shipment labeling, including special markings for product verification test samples. The contract emphasizes strict cybersecurity, export control, and quality control protocols tailored to defense-related supplies. Contractors must be certified as Cybersecurity Maturity Model Certification (CMMC) Level 2 Third-Party Assessment Organizations (C3PAO) or perform required self-assessments. Export-controlled technical data involved demands that contractors hold appropriate DoD or foreign partner certifications prior to access. Quality standards require tailored inspection and conformance checks at origin with adherence to product verification testing where applied. The evaluation for award will employ a trade-off methodology, weighing cost or price about equally with past performance—which is heavily influenced by historical quality, delivery reliability, and SPRS (Supplier Performance Risk System) assessments—and delivery schedule. Invoicing is conducted electronically exclusively through the Wide Area WorkFlow (WAWF) system after proper registration and training. Special contract requirements include adherence to Defense Priorities and Allocations System (DPAS) rating and hazardous material labeling per OSHA and military standards. Despite being a solicitation, no specific pricing or award value is provided. All proposals must be submitted electronically via the DLA Internet Bid Board System (DIBBS), with no stated page limitations or alternative submission routes. The document provides detailed quality, security, and compliance frameworks that offerors must incorporate to successfully compete for this contract.
