AI Contract Overview
The contract is for the procurement of 12 branched wiring harnesses with the NSN 6150-99-421-5607, under solicitation SPE4A6-26-Q-0889, issued by the Defense Logistics Agency’s ASC Commodities Division. Delivery is required within 171 days after award, with inspection and acceptance to occur at the manufacturer’s origin, in accordance with DLA’s stringent quality and packaging protocols. The item must comply with the DLA Master List of Technical and Quality Requirements, including tailored higher-level quality standards, configuration change management for Edgewood Chemical Biological Center materials, and quality conformance inspections. Packaging must conform to MIL-STD-129 and ASTM D3951, with labeling adhering to MIL-STD-130 for identification, though Unique Item Identification is not required per customer directive. The wiring harnesses are subject to export control under ITAR or EAR, restricting disclosure to foreign persons without prior authorization, and access to technical data is limited to contractors with approved JCP certification, completed DOD export control training, and DLA authorization. Cybersecurity requirements mandate CMMC Level 2 certification, with implementation of NIST SP 800-171 controls to safeguard Covered Defense Information and ensure cyber incident reporting per DFARS 252.204-7012. The contractor must also comply with clauses governing hazardous material labeling, antiterrorism training, prohibitions on inverted domestic corporations, trafficking in persons, equal opportunity, paid sick leave, and controlled government work product. The solicitation requires electronic submission via DIBBS by May 30, 2026, and award will be determined through a best-value trade-off analysis weighing past performance—particularly historical quality and delivery compliance—equally against cost. Delivery is specified to a U.S. Army installation in Hattiesburg, Mississippi, and invoicing must be submitted exclusively through WAWF. No pricing data is provided in the solicitation, and while the contract type is not explicitly stated, it is structured as a firm fixed-price supply contract with a single line item for 12 units.
