AI Contract Overview
The contract solicitation SPE4A6-26-Q-0919 from the Defense Logistics Agency’s ASC Commodities Division seeks a single unit of a wiring harness, NSN 5995-01-671-3823, with a delivery deadline of 272 days after award. The requirement mandates strict adherence to DLA’s packaging and marking standards, including MIL-STD-2073-1E for preservation and MIL-STD-129 for labeling and barcoding, with specific instructions for packaging codes, preservation methods, and the explicit labeling of Product Verification Test samples. Technical and quality compliance is governed by the DLA Master List of Technical and Quality Requirements, with sampling procedures must follow MIL-STD-1916 or ASQ H1331, requiring zero non-conformances unless otherwise specified, and attributes must be verified at levels VII, IV, and II for critical, major, and minor characteristics respectively. The item is subject to export controls under ITAR or EAR, requiring contractor approval via the US/Canada Joint Certification Program, completion of DLA’s export control training, and authorization before handling technical data. The contract incorporates numerous FAR and DFARS clauses covering termination for convenience, default, changes, subcontracting, small business representation, equal opportunity, labor standards, trafficking in persons, paid sick leave, hazardous materials, whistleblower protections, and system maintenance, all with deviations noted for recent updates. Inspection and acceptance occur at the contractor’s origin under F.O.B. Origin terms, with government authority to reject non-conforming items, and invoicing must be submitted exclusively via WAWF. Past performance, particularly historical quality and delivery compliance assessed through SPRS, is the most significant evaluation factor, with price and delivery considered in a trade-off approach rather than LPTA. Special requirements include DPAS prioritization and labeling of hazardous materials under DFARS 252.223-7001. No pricing data is provided in the solicitation; offerors must submit their own cost proposals. The contract imposes obligations regarding unique entity identifiers, CAGE codes, socioeconomic status representations, and disclosure of covered telecommunications equipment, although no offeror responses are included in the document. All submissions are electronically required through DLA’s procurement portal, with a response deadline of May 22, 2026.
