Wishing Well Bridge Engineering, Design and Project Management

The Town of Washington, Vermont, is soliciting proposals from qualified engineering firms for the design, engineering analysis, and project management of the Wishing Well Bridge replacement (B-2 on Williamstown Road TH-3). The project requires the design and oversight of a precast open bottom arch structure with a minimum clear span of 22 feet and a minimum clear height of 9 feet. The selected firm will be responsible for obtaining necessary permits, performing site analysis, and providing on-site supervision and final inspection of the construction. All work must adhere to the VTrans Orange Book, VTrans Technical Standard Specifications, and the updated Hydraulic Study provided in Appendix A. Proposals are due by November 2, 2026, and must be submitted as sealed physical copies, as electronic submissions will not be accepted. The evaluation process is heavily weighted toward cost effectiveness and value at 50 percent, followed by timeline and availability at 20 percent, with experience, project approach, and past performance each accounting for 10 percent. The contract award is expected by November 16, 2026. Interested firms must provide a detailed cost estimate split between the site analysis and design phase and the project management and construction oversight phase, along with proof of insurance and qualifications of key personnel.
