The contract is an Indefinite-Delivery, Indefinite-Quantity (IDIQ) instrument with a two-year base period and three one-year options, anticipating 3 to 4 awards, and carries a guaranteed minimum obligation of $200,000 per contract with a maximum potential value of $49,781,600 per contract, encompassing all option years. The scope involves the procurement of softwood lumber, hardwood lumber, and plywood veneer classified under FSC 5510, 5520, and 5530, requiring full compliance with federal standards including MIL-STD-129, MIL-L-14362, and A-A-55057A for packaging and marking. All shipments must adhere to Level A packaging specifications, including strict requirements for strapping, skids, edge protectors, waster sheets, and fastening, with anti-stain treatment mandated for all green lumber using environmentally acceptable, mercury-free, water-based formulations. Notice 1: Nonmanufacturer Rule (NMR) Waiver

A Nonmanufacturer Rule (NMR) Waiver has been approved for the solicitation. The effect of this waiver is to allow an otherwise qualified small business to supply the product of an other-than-small manufacturer or processor on this intended small business set-aside contract. However, it must be emphasized that this waiver of the NMR does not waive other legal requirements applicable to Government procurements, such as the Buy American Act and the Trade Agreements Act.

The process for submitting the Capability Assessment Plan (CAP) for Surge & Sustainment (S&S) requirements has changed. Vendors are no longer able to fill out an electronic Capability Assessment Plan (eCAP) through the Worldwide Web Industrial Capabilities Program (WICAP) website. Vendors will now need to submit their CAP with their offer.
