The Department of Defense, through DLA Troop Support, has issued solicitation SPE8E626R0003 for the Wood Products Tailored Logistics Support Program (TLSP) covering the Continental United States West Region. This solicitation is a total small business set-aside focused on supplying specific categories of wood products, including softwood lumber, hardwood lumber, and plywood veneer, identified under FSC groups 5510, 5520, and 5530. The solicitation supports the provision of these materials to meet military needs and is structured to encourage participation exclusively from small businesses under NAICS code 321113, with an approved Nonmanufacturer Rule (NMR) waiver allowing small businesses to source products from manufacturers that may not qualify as small, provided all other procurement regulations such as the Buy American Act and Trade Agreements Act are still followed. A significant process update in this solicitation is the submission of the Capability Assessment Plan (CAP) for surge and sustainment requirements, which must now be included with the offer as vendors are no longer permitted to submit it electronically via the WICAP website. The contract is administered from Philadelphia, Pennsylvania, with Helen Patton and Ashley Brown serving as the primary and secondary points of contact.
