The Florida Department of Financial Services, Division of Workers’ Compensation, is seeking to award a single-source contract to the Workers Compensation Research Institute (WCRI) for the procurement of proprietary statistical data and analytical reports essential to evaluating the performance of Florida’s workers’ compensation system. The contract, valued at $205,000, is justified under Florida Statutes Section 287.057(3) due to WCRI’s unique and exclusive possession of the CompScope™ Benchmarks and CompScope™ Medical Benchmarks, which provide multi-state comparative analysis not available from any other source. These reports will enable the Division to assess key performance metrics—including medical cost trends, benefit delivery efficiency, and system outcomes—across other states, supporting data-driven policy decisions and potential legislative changes to ensure the long-term stability of Florida’s system. The solicitation, identified as 2526-04 SS WC, was publicly noticed from April 29 to May 4, 2026, with protests due by the end of the notice period, and no competitive bidding process was utilized. Performance is limited to the delivery of intangible analytical outputs, with the place of performance located in Florida, specifically for the Division in Tallahassee. Contract administration is managed by the Office of Purchasing and Contractual Services, with Chrisy Smith as the designated point of contact for inquiries, and payments are expected to be processed through the office located at 200 East Gaines Street. No line-item breakdown, option periods, or delivery schedule is specified, and no formal evaluation factors, technical standards, or inspection criteria beyond the acceptance of WCRI’s proprietary deliverables are outlined. The procurement excludes federal requirements such as FAR clauses, small business certifications, UEI or CAGE codes, or security clearances, reflecting its status as a state-level single-source acquisition governed by Florida law. The sole attachment, PUR7778, provides the formal justification for non-competitive procurement and contains the official price and statutory basis for the award.

THIS IS NOT A BID The Department of Financial Services, Division of Workers’ Compensation (Division), is proposing to purchase statistical information generated by the WCRI to measure the performance of the Florida Workers' Compensation System based upon several performance benchmarks studied by WCRI and in comparison, to other states involved in the study. This information will, in turn, be used to carry out the Division’s obligation in regard to the State’s workers’ compensation system and to direct potential legislative changes that may be necessary to ensure the stability of the Florida Workers' Compensation System. Pursuant to Chapter 120.57(3), Florida Statutes, the posting of this Notice of Intended Contract Award will commence on April 29, 2026 at 8:00 AM Eastern Time (ET) and continue for 72 hours excluding holidays and weekends until May 4, 2026 at 8:00 AM ET. Failure to file a protest within the time prescribed in section 120.57 (3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceeding under Chapter 120, Florida Statutes. The Florida Department of Financial Services, Office of Financial Regulation, intends to enter into a single-source agreement with Chainalysis Government Solutions, LLC for the purchase of software licenses and support for the Chainalysis Reactor blockchain data platform. This mission-critical tool will be utilized by the Bureau of Financial Investigation to trace cryptocurrency movements, investigate crypto-based crimes, trace illicit funds, and attribute anonymous wallet addresses to real-world entities. The procurement is justified by the platform's unique capabilities, including industry-standard data quality meeting Daubert Ruling and Academic Review standards, extensive coverage of blockchains and privacy coins, and specialized intelligence insights such as Hexagate and Wallet Scan. The contract is estimated to have a total value of 230,485.46 dollars over a three-year term running from February 1, 2027, to January 31, 2030. The cost is structured with annual payments of 74,569.04 dollars for the first year, 76,806.12 dollars for the second year, and 79,110.30 dollars for the third year. While the agency has identified Chainalysis as the sole provider capable of meeting its specific needs regarding response time and technical specialization over competitors like TRM Labs and Elliptic, prospective vendors were given until October 29, 2026, to provide relevant information before a final decision is posted.

Solicitation # 2627-01 RFI CS
The Florida Department of Financial Services, Division of Consumer Services, has issued Request for Information 2627-01 RFI CS to explore the feasibility of engaging a vendor to maintain a pool of qualified professional mediators. This initiative aims to augment the capacity of the non-adversarial mediation program to ensure the fair and timely handling of insurance claims disputes arising from hurricanes, natural disasters, or other significant workload increases. The program covers residential, commercial residential, auto, and continuing care retirement community disputes in accordance with specific Florida Statutes and Administrative Codes. Notably, no state funds will be used for this augmented capacity, as all costs are intended to be paid on a per-case basis by the insurance companies. This process is strictly for market research and fact-finding purposes; it is not a competitive bid or request for proposal, and no contract will be awarded based on the submissions. The Department is seeking information regarding proposed service delivery methods, the capacity of vendor mediator pools, and estimated costs for budgetary purposes. Interested vendors must submit their responses electronically to the Procurement Officer by November 12, 2026, following an extension provided in Addendum No. 1. Submissions must be organized into specific tabbed sections for introduction and requested information, and any proprietary data must be clearly marked as a trade secret with a corresponding redacted copy provided.
