The Department of Financial Services, Division of Workers’ Compensation in Florida is awarding a single-source contract to the Workers Compensation Research Institute (WCRI) for statistical analysis and benchmarking services to evaluate the performance of the state’s workers’ compensation system. The contract, valued at $205,000, is justified solely on WCRI’s unique and proprietary CompScope™ methodology, which provides comparative data across multiple states and includes detailed reports on indemnity, medical costs, duration metrics, and treatment patterns essential for legislative decision-making. No competitive bidding process was conducted, as WCRI is the only entity capable of delivering this specialized analysis, and no other organization possesses the same historical data, analytical tools, or institutional expertise. The solicitation was posted on April 29, 2026, with a protest window closing on May 4, 2026, in accordance with Florida Statute §120.57(3), which requires any protest to be filed within 72 hours and supported by a $2,500 surety bond to proceed. Performance is to be conducted within Florida, with deliverables consisting of two proprietary CompScope™ reports that will inform policy and system stability efforts. While the contract includes no specified timeline for performance duration, delivery method, or formal inspection criteria, the acceptance of WCRI’s reports by the Division serves as the sole performance metric. The procurement is administered under Florida state law and does not incorporate any Federal Acquisition Regulation (FAR) clauses, nor does it include standard contract elements such as CLINs, option periods, key personnel requirements, or socioeconomic certifications. All communications and invoice submissions should be directed to the Office of Purchasing and Contractual Services, with no accounting codes or payment details formally outlined.

THIS IS NOT A BID The Department of Financial Services, Division of Workers’ Compensation (Division) requires statistical information generated by the WCRI to measure the performance of the Florida Workers' Compensation System based upon several performance benchmarks studied by WCRI and in comparison, to other states involved in the study. This information will, in turn, be used to carry out the Division’s obligation in regard to the State’s workers’ compensation system and to direct potential legislative changes that may be necessary to ensure the stability of the Florida Workers' Compensation System. Pursuant to Chapter 120.57(3), Florida Statutes, the posting of this Notice of Intended Contract Award will commence on April 29, 2026 at 8:00 AM Eastern Time (ET) and continue for 72 hours excluding holidays and weekends until May 4, 2026 at 8:00 AM ET. Failure to file a protest within the time prescribed in section 120.57 (3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceeding under Chapter 120, Florida Statutes. The Florida Department of Financial Services, Office of Financial Regulation, intends to enter into a single-source agreement with Chainalysis Government Solutions, LLC for the purchase of software licenses and support for the Chainalysis Reactor blockchain data platform. This mission-critical tool will be utilized by the Bureau of Financial Investigation to trace cryptocurrency movements, investigate crypto-based crimes, trace illicit funds, and attribute anonymous wallet addresses to real-world entities. The procurement is justified by the platform's unique capabilities, including industry-standard data quality meeting Daubert Ruling and Academic Review standards, extensive coverage of blockchains and privacy coins, and specialized intelligence insights such as Hexagate and Wallet Scan. The contract is estimated to have a total value of 230,485.46 dollars over a three-year term running from February 1, 2027, to January 31, 2030. Mediation Services to Address Workload Increases Resulting from Natural and other Disasters
Solicitation # 2627-01 RFI CS
The Florida Department of Financial Services, Division of Consumer Services, has issued Request for Information 2627-01 RFI CS to explore the feasibility of engaging a vendor to maintain a pool of qualified professional mediators. This initiative aims to augment the capacity of the non-adversarial mediation program to ensure the fair and timely handling of insurance claims disputes arising from hurricanes, natural disasters, or other significant workload increases. The program covers residential, commercial residential, auto, and continuing care retirement community disputes in accordance with specific Florida Statutes and Administrative Codes. Notably, no state funds will be used for this augmented capacity, as all costs are intended to be paid on a per-case basis by the insurance companies. This process is strictly for market research and fact-finding purposes; it is not a competitive bid or request for proposal, and no contract will be awarded based on the submissions. The Department is seeking information regarding proposed service delivery methods, the capacity of vendor mediator pools, and estimated costs for budgetary purposes. Interested vendors must submit their responses electronically to the Procurement Officer by November 12, 2026, following an extension provided in Addendum No. 1. Submissions must be organized into specific tabbed sections for introduction and requested information, and any proprietary data must be clearly marked as a trade secret with a corresponding redacted copy provided.
