The Federal Highway Administration (FHWA) plans to obtain membership in the American Public Works Association (APWA) through a single-source acquisition under 13.106-1(b)(1)(i), leveraging APWA’s role as a professional organization that delivers timely and relevant information on transportation industry developments, emerging technologies, and new products. As the sole mandated Local Technical Assistance Program (LTAP), FHWA relies on such memberships to support its mission of providing professional development, training, and technical assistance to local agencies and tribal governments responsible for road management. This action is not a competitive solicitation, and submissions from interested parties will be evaluated solely to determine if a competitive procurement is warranted, not to award a contract directly. The solicitation number is 693C73-26-SN-0001, posted on June 4, 2026, with a response deadline of June 15, 2026. The North American Industry Classification System code is 813910, and no set-aside provisions apply. The effort is classified as a special notice under the Department of Transportation, with performance taking place in Washington, D.C., at the FHWA’s headquarters. Interested entities may submit capability statements to demonstrate their ability to fulfill the requirement, but no formal award is anticipated unless a competitive process is initiated. All inquiries must be directed to Contracting Specialist Jerry Y Danso at jerry.danso@dot.gov.
