The General Services Administration is requesting proposals for renewable energy certificates (RECs) for the World Bank Group and the International Finance Corporation (IFC) and possibly other agencies to meet environmental goals. For the World Bank and IFC, the successful offeror will deliver the required RECs by June 11, 2018. The solicitation requests pricing for a total of 112,490 MWhs of national RECs with 16,874 MWhs of those RECs coming from national solar resources. All of the RECs will come from new renewable, nonemitting resources that meet the definitions of the solicitation. The RECs will be Green-e certified. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis.
