Air Force Materiel Command, Air Force Life Cycle Management Center, Wright-Patterson AFB OH, intends to negotiate a Firm-Fixed Price contract for a Restricted Area Badge Machine installation, verification test, programming and training in accordance with the procedures identified at Revolutionary FAR Overhaul (RFO) 12.2 and RFO 19.104 “Small Business Set-Asides”, and as supplemented with additional information in this notice.  It has been determined that this will be a small business set-aside and only quotes/proposals from certified small business with the capabilities of providing supplies/services covered under NAICS code 561621 (Security Systems Services) will be considered.  Please see the attached Statement of Work (SOW) and Bill of Materials (BOM) attached to this combined synopsis/solicitation posting for additional details.


This combined synopsis/solicitation is a request for competitive quotes/proposals. All responsible sources may submit a quote/proposal which shall be considered and evaluated by the agency on a lowest price technically acceptable basis.  Interested sources must respond to the solicitation with a bid that supports their ability to provide the required supplies/services by 12:00 PM EST, 26 August 2026.  A determination by the Government not to compete this action as a full and open competition is based on responses received during the market research phase of this acquisition and is solely within the discretion of the Government.
