This is a MARKET SURVEY / SOURCES SOUGHT NOTICE. This is not a pre-solicitation notice or solicitation for proposals/quotations.


REQUIREMENT:  The USCG SFLC PBPL will procure approximately 502 parts in various quantities under twenty national stock numbers over the course of this contract.  These parts are required as government furnished equipment (GFE) in support of the 87’ WPB and 154’ WPC class vessels.


Vendors responding to this requirement shall provide the parts in various quantities IAW issued delivery orders.  The various parts under this requirement shall be manufactured to or meet the requirements of the OEM ventilation system, Novenco. Although Novenco is not the original manufacturer of all the parts associated with their ventilation systems, many of these parts have been modified to fit or function with their system designs.  It is imperative that any vendor providing offers to this contract guarantee the parts they are offering will meet the OEM requirements by providing certification by the OEM.  The ventilation systems are critical to vessel operations and the 87’ WPB and 154’ WPC class vessels to complete their mission.


Novenco is the OEM of the ventilation systems installed on these vessels by the shipbuilder to provide fresh air circulation and exhaust throughout the vessel during operations.  The parts listed in section VII; B. of this report are essential for these systems to function as designed.  Each part has a significant purpose in the operations of these systems. 




Period of Performance:  It is anticipated that one firm, fixed-price, requirements contract for five (5) one (1) year ordering periods will be awarded for this requirement.

The following information / documentation must be included in your response:



(a)  a positive statement of your intention to submit a quote for this solicitation as a prime contractor, to include:  Name of Company, Address, DUNS Number, Point of Contact and Phone Number, Business Size for the applicable NAICS Code and, if applicable, your Small Business Status along with a copy of the Certificate from the Small Business Administration (SBA) certifying the company’s small business status, and


(b)  evidence of experience in supplying the required items to include:  Contract Numbers, Project Titles and Dollar Amounts, Points of Contact and Telephone Numbers.  At least two references are requested, but more are desirable.


All of the above must be submitted in sufficient detail for a decision to be made for a small business set-aside.  The solicitation for this procurement indicating whether this will be pursued as a small business set-aside or on an unrestricted basis will be posted at www.fbo.gov.
