WRDSB Substation Inspection and Repairs – 4 Sites

The Waterloo Region District School Board is soliciting bids for Tender 27-7807-RFT to perform high-voltage substation and associated low-voltage main electrical distribution inspection, testing, and maintenance at four sites, including Huron Heights Secondary School. The initial term of performance is scheduled from approximately February 1, 2027, to August 31, 2027. Key deliverables include infrared scan reports of distribution equipment and ESA Low Voltage Service Maintenance Condition Reports. All electrical components must be C.S.A. or E.S.A. certified, and the successful contractor is prohibited from hiring subconsultants or subcontractors. Bids must be submitted electronically by October 15, 2026, at 2:00 p.m. local time, and will be evaluated primarily on total price in accordance with the Ontario Broader Public Sector Procurement Directive. Required submission documents include a digital bid bond for 10 percent of the total base bid, three references, and proof of COR certification or an equivalent. The successful bidder must provide performance and labour and material payment bonds, each for 50 percent of the total contract price, and maintain a minimum twelve-month warranty on all goods and services. Contractors must adhere to strict safety and security protocols, including WSIB compliance, criminal background checks for personnel in contact with students, and the use of the Board's eBase computerized maintenance management system. Payment terms are net 30 days, or 28 calendar days for work governed by the Construction Act, with payments made via credit card or EFT. For construction projects exceeding 200,000 dollars, the successful bidder will be required to execute a CCDC 2-2020 contract.
