Wright-Patterson AFB - Foundation for Vibration Table System

The U.S. Air Force, through the Air Force Life Cycle Management Center at Wright-Patterson Air Force Base in Ohio, is conducting market research under solicitation FA860426SS001 to identify qualified small business contractors capable of designing and constructing a heavy interior seismic mass foundation for a vibration table system located in Building 255. This is a sources sought synopsis, not a solicitation, and no price proposals are being requested. The Government requires a foundation with a minimum mass of 527,000 pounds, a target footprint of 176 by 372 inches, and must be decoupled from the surrounding building slab to ensure vibration isolation. The foundation will involve demolition of existing concrete, excavation to a depth of up to 92 inches, and placement of 4,000 PSI concrete at standard density, all under a strict 14-foot height restriction for equipment access. The project demands specialized expertise in heavy interior construction, deep excavation, spoil removal, and large-volume concrete pours within confined overhead environments. Interested respondents must be small businesses certified under the SBA’s Total Small Business Set-Aside program and must submit a capability statement detailing their company information, including CAGE code and Unique Entity ID, along with proof of bonding capacity for both single and aggregate amounts. They must also demonstrate proven experience with similar seismic mass or shaker table foundation projects and provide technical feedback on cost-effective tradeoffs between excavation depth and material density to achieve the required mass.
