The City of Hayward (City) owns and operates the Water Resources Recovery Facility (WRRF), located at 3700 Enterprise Avenue, Hayward, CA 94545. The West Substation transformer serves the entire recycled water system and other wastewater treatment processes. The transformer is in poor condition and requires repair to maintain reliable operations at the WRRF. The existing transformer is a Square D Schneider Electric S/N 20261134-011-01, S.O PC20374-001.
