The Washington Student Achievement Council (WSAC) is soliciting a qualified firm to provide social media marketing and content management services for the Washington Education Savings Plans (WA529). The primary objective is to develop and execute a comprehensive strategy across Facebook, Instagram, X, and LinkedIn to increase participation in the GET Prepaid Tuition Plan and WA529 Invest. The selected contractor will be responsible for creating static, interactive, and video content, managing community engagement, providing monthly results reports, and advising on the use of new platforms. All deliverables must adhere to Washington state's Digital Accessibility Standards, specifically WCAG 2.2 level AA. The contract is designed for a 12-month period of performance with an estimated pre-tax value of 30,000 dollars, based on a monthly flat rate. Award decisions are based on a weighted scoring system consisting of non-cost factors (700 points), cost factors (300 points), and the final performance in a presentation interview. Eligible bidders include out-of-state firms, provided they are available during Pacific Time business hours, and those certifying as Washington small, mini, or micro-businesses or certified veteran-owned businesses. Key requirements include maintaining specific insurance coverages, registering with Washington’s Statewide Payee Desk, and complying with state nondiscrimination and public records laws.
