AI Contract Overview
This solicitation, FA813726R0032, is a Women-Owned Small Business (WOSB) sole source procurement for the repair of Stormwater Spill Gate 11 located at Tinker Air Force Base, Oklahoma, under NAICS code 237990. The work involves furnishing all materials, labor, equipment, testing, quality control, and incidentals necessary to restore the concrete spill gate structure and reestablish the existing stormwater flow pathway upstream of the base perimeter, conveying water via Soldier Creek. The contract is evaluated under a Lowest Price Technically Acceptable (LPTA) methodology, requiring offers to be technically acceptable across all subfactors—including capability and management, schedule and planning, and compliance with the Statement of Work—before price becomes the determining factor for award. Participation is contingent upon mandatory attendance at an initial site visit, with only those who RSVP by 2:00 PM CT on June 12, 2026, and provide an Entry Access List (EAL) if base access is required, being eligible to submit a proposal. Proposals are due no later than 2:00 PM CST on August 10, 2026, and must include both a sealed physical submission and an electronic cost model in unlocked Microsoft Excel format, broken down by CSI division or salient work features, with pricing derived from the most current RS MEANS Facilities Construction Cost Book, adjusted by the Oklahoma City CCI. All pricing for non-RS MEANS items must be supported by detailed worksheets and verified by at least two vendor quotes. The contractor must comply with extensive Tinker AFB-specific standards, including UFC 1-200-02 for design, EM 385-1-1 for safety, and applicable Air Force regulations covering demolition, utility outages, contractor identification, and access protocols. All personnel must adhere to Davis-Bacon wage determinations, and subcontracting is limited such that no more than 85% of the contract value (excluding materials) may be paid to non-similarly situated entities. The contract includes mandatory clauses for independent price determination, anti-kickback procedures, contingent fee restrictions, and whistleblower protections. Quality control is required throughout performance, with weekly submission of inspection records and corrective actions to the Government. Documentation standards are stringent: drawings must be in AutoCAD .dwg format per Tri-Service CADD Release 6.0, as-built drawings submitted within
