US GOVERNMENT SEEKS TO LEASE SPACE IN LAWRENCE, KS
Solicitation # 2KS0137
The General Services Administration, through the PBS R00 Center for Broker Services, is soliciting proposals under solicitation 2KS0137 to lease office space in Lawrence, Kansas. The acquisition is categorized under NAICS code 531120 and will be awarded to the responsible offeror providing the lowest priced technically acceptable offer. Technical acceptability is based on the offer's conformity to the Request for Lease Proposals and the efficiency of the space layout. Price evaluation is determined by the annual purchase rate per ABOA square foot, with a specific price evaluation preference available for HUBZone small business concerns. The scope of work includes a stay-in-place plan involving the repainting of the entire suite and the installation of new tile flooring and base in the breakroom, hallway, and one office. Key requirements include the provision of five exclusive fenced or surface parking spaces and adherence to Agency Specific Requirements. The lessor is responsible for all design, construction, and maintenance, including ensuring ADA compliance for signage and TSCA Title VI compliance for wood products. Acceptance of the space is contingent upon the issuance of a valid Certificate of Occupancy and a successful inspection by the Lease Contracting Officer. The contract incorporates various Federal Acquisition Regulation clauses, including those governing audit and records, equal opportunity for veterans and workers with disabilities, and protections against subcontracting with debarred entities. Security requirements are stringent, requiring strict access control for roofs and HVAC systems and immediate reporting of cybersecurity incidents affecting federal tenants. Offerors must submit their proposals using GSA Form 1364 by the deadline of November 20, 2026.

Full Description

The General Services Administration (GSA) is considering whether to remain in its existing lease space or relocate. In making this decision, GSA will consider, among other things, the costs it would likely incur through relocation, such as physical move costs, replication of tenant improvements, telecommunications infrastructure costs, non-productive agency downtime, security and other appropriate considerations. GSA currently leases 18,437 rentable square feet of office space along with thirty (30) on-site, reserved, covered parking spaces in Phoenix, AZ. This lease is expiring August 31, 2007. The GSA has an interest in leasing approximately 18,437 rentable square feet of office space of which a minimum of 14,687 ANSI/BOMA office area square feet must be contiguous, along with thirty (30) on-site, reserved, covered parking spaces. Rentable space must yield a minimum of 17,389 ANSI/BOMA office area square feet. The considered term of occupancy is ten (10) years, five (5) years firm. Space must be located in the Central Business Area in Phoenix, Arizona and within these boundaries: North-Camelback Road; South-Railroad tracks; East-7th Street; and West-7th Avenue. Space must meet the Federal Government's standards for fire safety; seismic; accessibility; security, and must not be located within a 100-year floodplain. The minimum contiguous space requirement and the parking requirements will be considered a go/no-go factor during consideration of possible alternatives. Expressions of interest must arrive at the following address by 4:00 p.m. on December 7, 2006: US GENERAL SERVICES ADMINISTRATION, Attn: Mr. Don Crawford, Realty Specialist / Contractor, Phoenix Field Office, Region 9, 401 West Washington Street, Suite 180, Phoenix, Arizona 85003 Telephone: 602.514.7082 Fax: 602.514.7495 don.crawford@gsa.gov Expressions of interest must include the following information: * Building Name and Address * Rentable square feet available and the expected rental rate per rentable square foot, fully serviced without operating cost escalations or real estate tax increases * ANSI/BOMA Office area square feet (OASF) to be offered and the expected rental rate per OASF * Date of space availability * Method of rentable space measurement * Building Ownership information * Amount and type of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking * List of building services provided. The Government's decision regarding whether or not to relocate will be based, in part, on information received in response to this advertisement. In the event that a potential Offeror fails to provide specific expected rental rate or other required information as part of its response to this advertisement, the Government reserves the right to assume that the building in question cannot meet the Government's requirements.
