The contract involves a sole source, firm-fixed price agreement issued by the Fish & Wildlife Services, Region 7, for leasing display space at Fairbanks International Airport, Alaska. Clear Channel Airports holds exclusive rights to lease advertising space at the airport, and this contract allows the U.S. Fish and Wildlife Service to mount an interpretative exhibit measuring 62 inches wide by 43 inches high. The display aims to educate travelers about recreational opportunities and the natural and cultural resources of the National Wildlife Refuges, Parks, and Bureau of Land Management conservation units in interior and northern Alaska accessed through the airport. This procurement was awarded without competition under a justification citing unusual and compelling urgency and limited source authority, as Clear Channel Airports is the only provider who can meet the Service’s requirements at this specific location. The price charged is fair and reasonable, comparable to other leases in the airport and past agreements for similar services provided by the vendor, with a discounted non-profit monthly rate offered for this contract. The arrangement supports the Service’s outreach efforts by utilizing available airport space to promote awareness of Alaska’s natural heritage.
