The Department of Veterans Affairs is soliciting market research and seeking qualified, bondable firms registered as Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB) to compete for leasing office space currently occupied by the VA at 302 Millers Crossing, Suite 4, Harker Heights, Texas. The current lease expires November 30, 2017, and the VA requires between 4,800 and 5,300 net usable square feet on a single floor, with on-site parking for 50 vehicles. The VA is open to relocation if advantageous, considering lease costs, move expenses, tenant improvements, infrastructure replication, and agency downtime, and will consider full-service leases for up to 10 years with 120-day termination rights. Occupancy must be available by December 1, 2017, and proposed locations must fall within a specified area encompassing North Temple, South Florence, East Holland, and West Copperas Cove, Texas. Offerors must confirm that properties are outside the 100-year flood plain and provide detailed rental information inclusive of all utilities and services. Interested parties, including owners, brokers, or their legal representatives, are invited to submit their proposals by October 13, 2017, to the designated VA contracting officer in Temple, Texas. Responses will assist the VA in determining whether this acquisition should be set aside exclusively for SDVOSB or VOSB firms in accordance with federal regulations, although responses from all small businesses are encouraged for market research. The government is legally restricted to paying no more than the fair appraised rental value, and there is no guarantee that a lease award will result from this solicitation.
