AI Contract Overview
This contract, identified as N4523A26Q1311 and titled “X-ray Systems Service and Maintenance PSNS & IMF,” is a firm fixed price commercial service solicitation for the maintenance, troubleshooting, and repair of three government-owned X-ray systems—two Comet iVario 450 kV and one Gulmay 320 kV—at Puget Sound Naval Shipyard in Bremerton, Washington. The base period of performance runs from June 1, 2026, to May 31, 2027, with four optional one-year extensions through May 2031, each requiring quarterly preventive maintenance and corrective repairs per the Performance Work Statement. The work must comply with OEM manuals, FDA, NRC, and OSHA standards, including maintaining radiation leakage below 0.5 mR/hr, installing current software patches, documenting LOTO procedures, and submitting service reports within 24 hours. All services are performed in the Controlled Industrial Area without government-furnished equipment or oversight, and the contractor is responsible for supplying all personnel, tools, materials, and supervision. The solicitation is unrestricted and uses a Lowest Price Technically Acceptable evaluation methodology, where technical acceptability is binary—proposals must fully meet all requirements to be considered, after which price determines award. Offerors must submit pricing for all CLINs via email by April 24, 2026, and are required to disclose any organizational or personal conflicts of interest within 14 days of solicitation issuance, including potential unequal access to sensitive information and subcontractor relationships. Security access requirements are stringent, mandating compliance with Naval Nuclear Propulsion Information controls, submission of Form 5512 for badging with five business days’ advance notice, and full accountability from the prime contractor for all personnel access. Invoicing must be submitted electronically via WAWF using the DoDAAC N4523A, and adherence to FAR and DFARS clauses including whistleblower protections, cybersecurity safeguards under 252.204-7012, prohibitions on covered telecommunications equipment, and representation certifications is mandatory. All submissions must include the company’s CAGE code and UEI, and failure to comply with any technical or procedural requirement results in immediate elimination from consideration.
