The Best Value Trade Off Method (FAR 15-101.1) was utilized to conduct this procurement. Pursuant to SFO #08-028 the Government used the best value tradeoff process to evaluate price and other award factors as specified in the solicitation to select the offer that provides the best value to the Government. This process allows tradeoffs among price and technical factors, permitting the Government to accept other than the lowest priced offer.
