SUNY Schenectady Natural Gas Supply Services
Solicitation # 2140092
SUNY Schenectady is soliciting quotes through RFQ 2026-07 for the provision of fixed-price natural gas supply services. The college is seeking qualified suppliers and brokers to provide all-inclusive pricing on a per-therm basis for either a three-year or five-year contract term, with a projected start date of February 1, 2027. All accounts are located within NYISO Zone F in the National Grid/NIMO territory. The college prefers a dual billing arrangement where National Grid handles delivery billing and the selected supplier invoices separately for supply charges on Net 30 terms. No separate broker fees are permitted, as all compensation must be embedded in the per-therm rate. This procurement is conducted as a competitive sealed bid for a commodity purchase, and the contract will be awarded to the lowest responsive and responsible bidder. Bidders are not required to submit a technical proposal but must provide a cost bid in a separate sealed envelope along with several mandatory certifications, including conflict of interest disclosures, non-collusive bidding certifications, and evidence of authorization to supply natural gas in New York State. The deadline for bid submissions is November 19, 2026, at 2:00 PM. Successful bidders must maintain industry-standard insurance and ensure all assigned staff execute non-disclosure agreements.

AI Contract Overview

The contract involves the procurement of 10,000 liters of high-purity xenon gas (99.999% or better) for the SLAC National Accelerator Laboratory, operated by Stanford University under the Department of Energy. The solicitation emphasizes a competitive process based on the Lowest Priced Technically Acceptable method, with a deadline for quotations set for December 6, 2024. The purchase will be on a fixed-price basis, governed by SLAC’s Terms and Conditions for Commercial Supplies and Services, with payment terms of NET-30 and FOB Destination freight terms. The contract requires bidders to complete and submit representations and certifications, including the Buy American Act Certification for awards exceeding $10,000, and mandates registration in the System for Award Management (SAM). The procurement process also considers potential discounts for academic or government institutions and requests vendors to provide pricing details and a link to their published price list if available. The solicitation underscores compliance with federal laws, executive orders, and regulations affecting the purchasing system, despite SLAC’s status as a management and operating contractor rather than a federal procurement entity. The contract documentation includes detailed terms covering quality assurance, confidentiality, warranty, and dispute resolution, with the entire agreement outlined in the fixed-price subcontract terms. The source selection will prioritize cost-effectiveness while ensuring technical acceptability, and vendors are advised to mark proprietary information appropriately. The procurement process is transparent, with the opportunity for vendors to clarify questions directly with the designated contact, Katherine Jill A. Coh, at SLAC.
