The Department of Defense intends to award a sole source purchase order to DELTA-XRAY INDUSTRIES INC. for the procurement of specialized commercial items related to X-ray inspection systems. These items include four XRS-3 units operating at 280 KV, accompanying carrying cases, multiple cable adapters to interface different pin configurations, four FOX-22 Portable X-Ray Inspection Systems complete with laptop control units and software, adapter kits compatible with other FOX systems, wireless X-ray kits for communication between sources and imagers, and digital video wireless systems for video transmission. The acquisition follows simplified acquisition procedures under FAR Part 13 and is justified under FAR 13.106(b)(1) due to the limited availability of responsible sources for these highly specialized products. This notice serves as the sole solicitation and is not a request for competitive quotations, though interested parties may express their capability or interest within three days of the publication date to potentially influence the Government’s decision on competitive procurement. The Government aims to have the delivery completed by November 30, 2006. The purchase is managed through the contracting office at Fort Belvoir, Virginia, with Terri L. McGee as the contact person for inquiries.
