This is a requirement for handheld XRF analyzers with the requirements and specifications outlined in Attachment 1 – Statement of Requirements XRF Analyzer and Attachment 2 Technical Evaluation. This is a combined synopsis/solicitation for commercial items prepared in accordance with far overhaul Subpart 12.201, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ).  The following Commercial Line Items apply: (CLIN) 0001: Quantity - Two (2) Handheld XRF Analyzers.  (CLIN) 0002: Optional Service Item – Up to Sixteen (16) on-site training sessions at various locations throughout the United States. (CLIN) 0003: Optional CLIN for additional quantities in FY27.


Delivery Date: 30 to 60 days after award of order Delivery: FOB Destination Delivery Location: 5 Research Place, Rockville, MD. The following provisions are applicable to this acquisition. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation - Commercial Items, applies to this solicitation. See Attachment 2 XRF Technical Evaluation . Basis for Award: lowest price technically acceptable responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, ability to meet the needs of the Government, price, and delivery considered. Any Vendor with a XRF handheld analyzer that can satisfy all of the requirements in Attachment 1 and Attachment 2 must send an email notification to Greg Grayson: ggrayson@cpsc.gov to schedule a live demonstration in accordance with Attachment 2. Live Demonstrations to occur during the week of 17 – 28 July 2026 at 5 Research Place, Rockville, MD. Invoicing and Payment - www.ipp.gov – 30 day prompt pay after inspection, acceptance, and a properly submitted invoice. The government reserves the right to award without discussion. To be eligible for this award the offeror must have an active SAM registration.  The offeror’s SAM registration must include 52.212-3 Offeror Representations and Certifications -- Commercial Items. The question period ends on July 23, 2026 3PM EST. Please email questions to ggrayson@cpsc.gov.  Quotes are due no later than August 3, 2026 3PM EST via email to ggrayson@cpsc.gov. Quotes must include the following: company name, company address, point of contact, point of contact email address, phone, and SAM UEI number.
