USAID's Regional Development Mission/Asia, in coordination with USAID/Afghanistan, plans to issue solicitations for four single-holder Indefinite Quantity Contracts (IQCs) focused on infrastructure reconstruction and rehabilitation in Afghanistan. These contracts will cover four key sectors: Energy and Natural Resources, Transportation, Vertical Structures, and Water. Each contract is expected to have a performance period of five years, aiming to accelerate reconstruction efforts and support Afghanistan's economic recovery by improving living conditions and addressing factors that contribute to extremism and instability. The work aligns with USAID's broader mission to help build a stable democratic state in Afghanistan, supporting agreements such as the Bonn Accord and the 2004 Berlin agreement on rebuilding the country. The total estimated value of the four IQCs ranges from $3.5 billion to $4.5 billion over five years. The Request for Proposals (RFPs) for these contracts is anticipated to be released around mid-February 2005, with awards expected by mid-May 2005. The solicitation, identified under NAICS code 237990, is managed by the USAID/Afghanistan Procurement Support Office, based in Dulles, Virginia. Key contacts for this acquisition include Contracting Officer Kyle K. Newkirk and Supervisory Contracting Officer Andrew E.M. Holland.
