The Kansas City District is expanding Government owned rail siding tracks at Ft. Riley, KS. This contract will connect that siding by means of installing additional track and switches so that trains can pass onto the Union Pacific owned mainline tracks. Because the railroad owns the tracks and the underlying real estate it is the only entity capable of performing this work. Any offeror other than the Union Pacific responding to this notice must show a viable agreement between themselves and the Union Pacific Railroad Company (UPRR) permitting them access to the main line tracks for the purposes of performing this contract.
