The General Services Administration (GSA) is seeking qualified general contractors for the construction of a new entry pavilion at the Court of International Trade, James L. Watson Courthouse located at 1 Federal Plaza in New York, NY. This project involves constructing a pavilion that will serve as the courthouse’s new entrance, incorporating steel, concrete, curtainwall systems, and mechanical, electrical, and plumbing systems that comply with GSA standards. Key elements include relocating two existing air intakes, reinforcing existing columns, enclosing open spaces beneath the pavilion with laminated glass, and performing asbestos abatement on the first-floor ceiling. The construction must be executed without disrupting ongoing courthouse operations, and the project’s design has been prepared by Lehman-Smith & McLeish. The estimated construction cost ranges between $5 million and $10 million. The procurement will follow a two-step competitive source selection process under FAR Part 15.1, where contractors will first submit technical qualifications for evaluation based on experience, personnel qualifications, and technical approach. Those deemed technically acceptable will then be invited to submit fixed-price proposals, with the award going to the lowest-priced, technically acceptable offer. The schedule anticipates issuing the first request for proposals in January 2006, with awards expected by summer 2006. A pre-proposal conference will be held in late January 2006 to address contractor questions.
