Small Business Multiple Award Task Order Contract (MATOC) for the Missouri River Bank Stabilization and Navigation Project (BSNP)
Solicitation # PANNWD26P0000030936
The U.S. Army Corps of Engineers, Kansas City District, is conducting market research for the Bank Stabilization and Navigation Program to identify qualified contractors capable of performing complex riverine construction work along the Missouri River, from River Mile 0 near St. Louis, Missouri, to River Mile 553 near Nebraska City, Nebraska. The work involves constructing, modifying, or repairing stone dikes, revetments, bank paving, revetment overlays, and excavation of notches, all of which must be executed using floating equipment due to the absence of land access. Operations require mobilization of barges to transport graded stone from quarries and placement via track-hoe from work barges, with equipment needing to operate in water depths of four feet or more. The Government plans to establish a Multiple-Award Indefinite-Delivery Indefinite-Quantity (IDIQ) Task Order Contract with a combined ceiling of $50 million, consisting of a three-year base period and a two-year optional ordering period. The North American Industry Classification System code is 237990, with a small business size standard of $45 million, and businesses of all sizes are encouraged to respond, though small, 8(a), HUBZone, service-disabled veteran-owned, and women-owned businesses are specifically encouraged to participate, as responses will inform potential set-asides. Respondents must submit a ten-page capability statement detailing their business size, UEI and CAGE codes, bonding capacity, experience with similar projects completed in the last five years, subcontracting arrangements, and joint venture structure, along with organizational contact information. All submissions must be provided electronically in Word or PDF format by the deadline of 12 p.m. CDT on June 1, 2026, to the designated contract specialist and contracting officer. This is a sources sought notice only, not a solicitation, and no funds are available for response preparation or reimbursement. Responses are voluntary, non-binding, and will be used solely for market research to shape future procurement decisions, with proprietary information protected from disclosure.

AI Contract Overview

The Decompartmentalization and Sheetflow Enhancement of Water Conservation Area 3 Hydrologic Field Test is a large-scale design project in Miami-Dade County, Florida, managed by the Department of Defense. The primary objective is to reduce scientific and water management uncertainties regarding canal backfilling, levee removal, and sheetflow magnitudes to support the broader CERP project. Key deliverables include the installation of Structure 152, consisting of ten controllable gated culverts to convey water from WCA 3A to WCA 3B, the construction of an accompanying walkway, and the creation of a 3,000-foot gap in the L-67C levee. The project involves specific backfill treatments within the L-67C Canal, with sections designated for full, partial, and no backfill. Due to the work being predominantly located in wetlands, the project carries high environmental sensitivity and may require the placement of materials in surface water. The contractor must complete the L-67C degrade and backfilling at least 30 days before finishing the L-67A structure. The total period of performance is 180 days from the Notice to Proceed.

Full Description

The Decomp Physical Model (DPM), also known as the Decomp hydrologic field test, is a large field-scale design test that will address scientific, hydrologic, and water management uncertainties specific to the CERP project Decomp. The goal of the design test is to obtain information to reduce uncertainties involved in the planning of later phases of the Decomp Project and CERP overall. The fundamental uncertainties the design test will address are related to the effects associated with canal backfilling, effects associated with levee removal, and the magnitudes and directions of sheetflow necessary to restore and maintain the landscape characteristics of the Everglades. The design test will be extensively monitored and will adhere to operational constraints described in the Draft Operational Guidance in the April 2010 Final Decomp Physical Model Environmental Assessment & Design Test Documentation Report. The work for this contract includes installing a new water conveyance structure (Structure 152) on the L-67A levee to convey water from WCA 3A to WCA 3B. S-152 is ten controllable gated 60" diameter culverts with a combined minimum flow of 750 cubic feet per second (cfs). In addition, a 3000 ft gap will be created in the L-67C levee downstream of the S-152 structure. Material from the L-67C gap will be used to construct backfill treatments in the L-67C Canal. 1,000-feet of canal will be backfilled to grade, 1,000-feet will be partially backfilled, and the final 1,000-feet will have no backfill. An additional feature for the contract includes a walkway for the S-152 structure. Contractor shall complete L-67C degrade and backfilling a minimum of 30 calendar days prior to completion of L-67A (S-152). INSTALLATION OF THE STRUCTURE AND BACKFILL PLACEMENT HAS ENVIRONMENTAL SENSITIVITY AS THE WORK IS PREDOMINATELY IN WETLANDS. WORK MAY REQUIRE PLACEMENT OF MATERIALS IN SURFACE WATER. Access to the project site is from US 41 (Tamiami Trail) by S-333 along L-67A and L-67C levees. The period of performance is 180 days from Notice to Proceed. Work is located in Miami-Dade County, Florida.

Notice of Intent to solicit a single source – Fish and Macroinvertebrate (Nekton) Monitoring (St. Johns River)
Solicitation # W912EP-27-Q-1CTH
The U.S. Army Corps of Engineers, Jacksonville District, intends to award a sole-source contract to the Fish and Wildlife Research Institute of the Florida Fish and Wildlife Conservation Commission. The project focuses on nekton monitoring within selected zones and tributaries of the Lower St. Johns River in Northeast Florida. This effort is categorized under NAICS code 541620 for Environmental Consulting Services and is designed to assess the ecological impacts of a 2022 channel deepening project that increased the river depth to 47 feet to accommodate larger vessels for the Jacksonville Port Authority. The primary objective is to evaluate how changes in salinity and water quality resulting from the deepening affect the spawning, recruitment, and population dynamics of commercially and recreationally important species, such as blue crab, white shrimp, and red drum. Monitoring will specifically target critical habitats between river kilometers 14 and 48, as well as areas upstream of Julington Creek, to determine if shifting salinity gradients are impacting nursery habitats or resident freshwater species. This long-term sampling will provide the necessary data to gauge the overall environmental effects of the channel modifications on the estuary's nekton assemblages.
