The Bureau of Reclamation is supporting the National Park Service in the Elwha River Restoration program by providing construction acquisition services for several key projects. These projects include the removal of two concrete dams on the Elwha River, construction of a river diversion, building two water treatment plants, and additional construction activities related to mitigation efforts following the dam removals. To facilitate this, Reclamation is conducting market research through the release of a questionnaire aimed at gauging the interest and capacity of potential prime contractors and subcontractors, particularly small businesses, in various contracting options. Participation in this market research is voluntary, confidential, and will not result directly in a contract award. The questionnaire, which will be available starting December 6, 2005, must be completed and submitted within 45 days to be considered. It seeks input specifically on business arrangements related to the upcoming construction contracts and excludes requests for unsolicited information on construction materials, management services, equipment, or water treatment technologies. Respondents’ identities will be kept confidential by the Contracting Officer’s staff, and questions regarding the notice must be submitted via email or mail, as phone inquiries are not accepted. This effort is part of a broader acquisition planning process that may be followed by further announcements regarding the restoration work contracts.
