The U.S. Army Corps of Engineers, Honolulu District, is preparing to resolicit the Kikiaola Light Draft Harbor project in Kekaha, Kauai, Hawaii, following an unsuccessful bid process in 2005 due to unexpectedly high bids. The project involves significant improvements to the existing harbor including breakwater reconstruction and dredging. Key elements are the removal and reconstruction of multiple sections of the east and west breakwaters, raising and reshaping parts of the structure, and dredging channels to specified depths to facilitate light draft navigation. Additionally, there are options for reimbursable work to be performed for the State of Hawaii, which includes dredging two berthing areas adjacent to the federal access channel. Prior to issuing the new solicitation, the Honolulu District is hosting an industry forum to gather contractor input on potential adjustments or phasing strategies that could make the project more affordable and constructible. The forum is scheduled for December 13, 2005, at Fort Shafter, and interested parties must RSVP by December 8, 2005. Remote participation via teleconference is available for off-island contractors upon prior arrangement. Contractors may also submit ideas electronically if unable to attend. Relevant plans and specifications from the 2005 solicitation are accessible via a designated FTP site until December 9, 2005. The project is classified under the NAICS code 237990 and managed by the Department of Defense’s W2SN Endist Honolulu office.
