The project involves comprehensive roadway and pathway improvements within the Presidio of San Francisco Historic District, specifically targeting the West Bluff Trailhead parking area and Long Avenue, to enhance bicycle and pedestrian access in a high-traffic zone. Approximately 1,100 feet of new paved bike path will be constructed along the perimeter of the trailhead parking area, supported by small retaining walls at the hillside toe, with existing light poles and electric vehicle charging stations relocated to accommodate the alignment. A vehicle turnaround will be built at the north/west end of the parking area to improve traffic flow and reduce congestion. Simultaneously, Long Avenue, a 1,200-foot stretch currently without shoulders, will be widened where feasible to integrate an uphill bike lane, with replacement of guardrails and chain-link fencing along the shoulder and reconstruction of a historic masonry drainage ditch. The intersection of Long Avenue and Marine Drive, including the adjacent plaza area behind the Warming Hut, will be reconfigured to support the bike path, dedicated gated access for administrative vehicles, and enhanced pedestrian safety features. The work must adhere to detailed project specifications and drawings totaling over 120 pages, with all materials delivered undamaged and in original sealed containers, using minimal, recyclable or biodegradable packaging, and accompanied by proper labeling, handling instructions, and Safety Data Sheets. The project is governed by Federal Acquisition Regulation clauses addressing site conditions, material quality, termination for convenience, and other contractual obligations, with deviations effective as of January 2026. The solicitation, issued under number 140P2026R0066 by the Department of the Interior’s National Park Service, requires proposals to be submitted electronically by July 17, 2026, strictly via email with detailed formatting and file size limits. Offers are evaluated using a best value continuum tradeoff process where five non-price factors—project experience, technical approach, schedule, key personnel experience, and an unspecified fifth factor—are weighted equally and considered significantly more important than price, which is assessed for fairness and unbalanced pricing. Offerors must maintain active SAM.gov registration, submit certifications including those for small business status, bonding capacity statements, and past project experience using a designated form, and comply with subcontracting limitations. Contract performance must begin within ten days of award and be completed within 365 calendar days, with liquidated damages applicable for delays and time extensions allowed under specified conditions. Invoicing must be submitted through the Treasury’s IPP system

Z--Yellowstone - Mammoth Water Line Replacement
Solicitation # 140P2026B0005
Solicitation 140P2026B0005 is a construction project for the National Park Service, Department of the Interior, to replace the water line in the Mammoth Housing Area of Yellowstone National Park, Wyoming. The project aims to re-establish a looped water system and ensure year-round water service to apartments. The scope of work includes installing approximately 750 linear feet of 6-inch HDPE water main and new water services to apartments, reconnecting and relocating fire hydrants, and rehabilitating or replacing faulty pressure-regulating valves. The estimated contract value ranges from 250,000 to 500,000 dollars, though it is currently noted as an unfunded requirement with a high expectation that funds will become available. This procurement is set aside for SBA Certified Women-Owned Small Businesses under NAICS code 237110, with a size standard of 45 million dollars. The estimated period of performance is 120 calendar days, which may include winter construction and weather-related shutdowns. Due to the rural location and the fact that the park remains open, contractors must implement unique material delivery logistics and schedule activities to minimize visitor impact. Bids are to be submitted via sam.gov by September 15, 2026, and will be opened and read according to FAR Part 14 procedures. The primary point of contact for this effort is Vicki Freese-Supler.
