The project involves comprehensive roadway and pathway enhancements within the Presidio in San Francisco, specifically targeting improved safety and accessibility for cyclists and pedestrians in areas currently congested with vehicular traffic. Key elements include constructing approximately 1,100 feet of a new paved bike path adjacent to the West Bluff Trailhead parking area, installing small retaining walls to accommodate the bike path along the hillside, and relocating existing light poles and electric vehicle charging stations to enable these improvements. Additionally, Long Avenue, spanning around 1,200 feet and currently consisting of two travel lanes without shoulders, will be widened where feasible to add an uphill bike lane, with concurrent replacement of guardrails and chain-link fencing. A historic masonry drainage ditch along Long Avenue’s shoulder will be reconstructed to maintain its historic integrity. The intersection of Long Avenue and Marine Drive, along with the plaza area behind the Warming Hut and neighboring buildings, will be reconstructed to include gated administrative vehicle access and enhanced pedestrian safety features. A vehicle turnaround will also be constructed at the northwest end of the West Bluff Trailhead parking lot to improve traffic circulation. This federal project, managed by the Department of the Interior’s National Park Service and procured through a competitive process anticipated in Spring/Summer 2026, is currently in the sources sought phase aimed at market research and contractor qualification. It falls under NAICS code 237310 (Construction of Highways and Streets) with an estimated contract value between $1,000,000 and $5,000,000. The contract will require standard bonding (bid, performance, and payment bonds) and compliance with preservation requirements due to the historic nature of some features. Offerors must demonstrate experience on projects of similar size and complexity within operational constraints posed by the National Park setting, including a year-round operating schedule requiring minimal disruption to park visitors, limited onsite staging, and gated access control. Submissions must detail firm information, bonding capacity, socio-economic status, and relevant experience, with an emphasis on small business participation across multiple categories (e.g., HUBZone, Woman-Owned Small Business, Veteran-Owned). Inspection and acceptance of deliverables will occur onsite, under government oversight, ensuring quality aligns with federal and local standards although no specific FAR clauses or performance standards are explicitly cited at this stage. The work is to be completed in approximately 365 calendar days after contract award, with the place of performance firmly established in San Francisco’s Presidio area.
