The Pacific Air Forces is consolidating two Multiple Award Construction Contracts (MACCs) previously solicited separately for Hickam AFB, Hawaii, and Andersen AFB, Guam, into a single acquisition. Hickam AFB’s 15th Civil Engineer Squadron (15 CONS) will lead this combined effort. Interested industry sources that had responded to the initial notices for either base are asked to confirm whether they are willing to provide construction services at both locations, though declining interest in one location will not impact eligibility for the other. This combined MACC contract aims to cover construction projects with a total estimated value not exceeding $200 million over five years, split evenly between the two bases. The government plans to award separate seed projects for Hickam AFB and Andersen AFB, with all remaining awardees guaranteed a minimum contract value of $2,500. This notice serves to gauge industry interest in the merged acquisition approach as part of the solicitation FA5215-08-R-0007, posted on March 10, 2008. Contract specialists Michael M. Gentry and Paul S. Cunanan at Hickam AFB are the designated points of contact for questions regarding the procurement. The contract is classified under NAICS code 236210, related to commercial and institutional building construction.

Industry sources who recently responded to a sources sought synopsis regarding interest in competing for a Multiple Award Construction Contract at Hickam AFB, Hawaii (posted on FBO 11 Dec 07) should carefully read this notice. The Pacific Air Forces now wishes to combine the Hickam MACC and the MACC solicited by Andersen AFB, Guam, posted on FBO 11 Feb 08, into a single acquisition. The 15 CONS at Hickam AFB Hawaii will serve as the lead agent for this acquisition. The purpose of this notice is to determine industries interest in the combining of these two major acquisitions. For those companies who recently expressed an interest in doing business at Hickam AFB under a MACC, please confirm whether you have a shared interest in doing business at the alternate base. For example, if you responded to the 15 CONS notice for work at Hickam AFB, Hawaii please advise whether you are also interested in work at Andersen AFB Guam. Declinations of interest in one of the other locations will not adversely affect your ability to participate in these acquisitions. The Government anticipates the combined acquisitions not-to-exceed $200 million over a five year period, with $100 million allocated to each location. The Government further anticipates the evaluation and award of a separate seed project for each location. All other awardees will receive a minimum of $2500 each.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
